Evaluation Reports

Evaluation is a requirement of the EU Regulations governing all Structural Funds, including the ESF.  The evaluation framework is set out in EU Council Regulation No. 1260/99.

Evaluations can be either:

  • Ex-Ante - carried out before programmes are agreed. In terms of the evaluation approach, the main focus is on the question of programme rationale.
  • Ongoing, including mid-term - the main objective of these evaluations is to assess the need for changes to the programmes within the lifetime of the Programme.

In addition to the mid-term reports, other evaluations are also carried out on particular areas or themes under the different operational programmes.  These reports are commissioned or undertaken by the NDP/CSF Evaluation Unit, an independent unit under the aegis of the Department of Finance.
